Judge orders Miami to redraw voting map, citing ‘racial gerrymandering’

U.S. District Judge K. Michael Moore is ordering Miami to redraw its district boundaries, ruling that the current map was designed with an unconstitutional “racial target.”

Moore said that the city used “racial quotas” to ensure diversity on the City Commission – a practice prohibited under the federal Voting Rights Act – citing comments officials made last year about maintaining the board’s composition of one Black, one non-Hispanic white and three Hispanic members.

It remains to be seen whether the city will use a substitute map submitted by ACLU lawyers, who are representing community groups that sued the city over the map.
