Bill easing replacement of old coastal buildings advances despite Miami Beach opposition

Legislation abandoned last year amid opposition from architectural historians is again advancing this Session, despite concerns it will irreparably damage the character of tourism hotspots.

The measure, dubbed the “Resiliency and Safe Structures Act,” would preempt local historic preservation boards and allow the owners of old coastal properties to demolish and replace them with buildings as big as zoning allows.

Sponsors Sen. Bryan Ávila and Rep. Spencer Roach say it’s needed after Surfside and note that nationally recognized sites would still be protected.

Leaders in Miami Beach, Palm Beach and elsewhere worry iconic aspects of their skylines will be razed.
